El presidente Gustavo Petro, a través del Decreto 13-16, anunció una nueva bonificación pedagógica progresiva para los docentes y directivos del país adscritos a instituciones educativas. Este beneficio busca garantizar a los maestros el acceso a un derecho que, según explicó el ministro de Educación encargado, Ricardo Moreno, “ya venían esperando”, y que equivale inicialmente al 19 % de un salario mensual.
En una entrevista con Blu Radio, el jefe de cartera detalló que la bonificación aumentará progresivamente hasta alcanzar un 24 % en 2024 y, a largo plazo, llegará al 35 % en el año 2026. Este incremento tiene un impacto directo en más de 300.000 maestros y directivos académicos que forman parte del Sistema Especial de Carrera Administrativa, un sector que, hasta ahora, había estado excluido de este tipo de bonificaciones.
Para muchos docentes, el incremento en esta bonificación representa una ayuda crucial para mejorar sus condiciones salariales. “Esto significa que los más de 300.000 maestros y maestras y directivos académicos del país, del Magisterio, van a tener derecho a este recurso“, indicó Moreno. La bonificación equivaldrá a un mes adicional con el 35 % de la asignación mensual, lo que, según el ministro, es una excelente noticia para los educadores que han estado esperando una mejora en sus salarios desde 2017.
Esta medida responde a una larga demanda del Magisterio, que finalmente verá reflejado el esfuerzo del Gobierno por mejorar las condiciones laborales del sector educativo. “Desde 2017, ya se logró que los maestros accedieran a este beneficio, con un carácter progresivo, algo que no ocurría antes”, agregó Moreno, resaltando que el impacto será considerable no solo para los maestros de grandes ciudades, sino también para aquellos que laboran en regiones más apartadas del país.
¿Quiénes se beneficiarán de la bonificación?
De acuerdo con el ministro, esta bonificación estará dirigida a todos los docentes y directivos docentes que pertenecen al Sistema Especial de Carrera Administrativa, que es el régimen que regula a los funcionarios públicos en el ámbito educativo. En este sentido, los más de 300.000 integrantes del Magisterio registrados en este sistema se beneficiarán directamente de este aumento salarial progresivo.
“La bonificación beneficiará a muchos docentes de todas las regiones del país, y en algunos casos, será un recurso adicional muy bien recibido”, destacó el ministro. Esta medida es parte de una serie de esfuerzos para garantizar la equidad entre los servidores públicos, especialmente aquellos que, debido a su régimen especial, habían quedado excluidos de bonificaciones similares hasta ahora.
Una bonificación progresiva, pensada en la sostenibilidad fiscal
La bonificación pedagógica será implementada de forma progresiva, lo que permitirá una adaptación gradual tanto para el Gobierno como para los docentes. El Ministerio de Hacienda ha respaldado la viabilidad fiscal del decreto mediante estudios y análisis que aseguran que el incremento no generará una carga fiscal inmediata sobre las finanzas públicas.
Según explicó Moreno, el incremento inicial del 24 % tendrá un costo total de 1.7 billones de pesos. Aunque esta cifra representa un porcentaje bajo dentro de la nómina docente, su impacto es significativo en términos de la economía local, dado que el Magisterio se distribuye por todo el país. A medida que la bonificación se incrementará hasta el 35 % en los próximos años, el costo total se ajustará a la capacidad fiscal del Gobierno, asegurando que los aumentos salariales sean sostenibles a largo plazo.
