El Estado colombiano pidió este viernes perdón público al Colectivo de Abogados José Alvear Restrepo (Cajar) por más de tres décadas de persecución, hostigamientos y actividades ilegales de inteligencia, en cumplimiento de una sentencia de la Corte Interamericana de Derechos Humanos (Corte IDH) emitida en 2024.
El acto, celebrado en la Plaza de Armas de la Casa de Nariño, sede del Ejecutivo en Bogotá, fue dirigido por el presidente colombiano, Gustavo Petro, y contó con la presencia de la canciller Yolanda Villavicencio, la presidenta del Departamento Administrativo de Presidencia (Dapre), Angie Rodríguez, y la defensora del pueblo, Iris Marín, entre otros funcionarios.

Víctimas y testimonios de persecución
Antes de las intervenciones de las autoridades, tomaron la palabra varias víctimas del Cajar y sus familiares, quienes compartieron testimonios sobre “amenazas, exilios y seguimientos” sufridos por los miembros de la organización entre 1990 y 2005, y reiteraron su “derecho a defender los derechos”.
La primera presidenta del Cajar (2004-2005), Soraya Gutiérrez Arguello, recordó que “ser mujeres defensoras tenía un precio”.
“Ingresaban a nuestras casas y nunca se llevaron objetos de valor. Hacían seguimiento a nuestras hijas e hijos, actos de intimidación. Todavía estamos lejos de superarlo. Incluso bajo el actual Gobierno las amenazas no han cesado”, señaló.
Por su parte, la actual presidenta del Cajar, Yessika Hoyos Morales, recordó que el colectivo —que sigue en activo tras más de 45 años de defensa de los derechos humanos— “no debería estar aquí” porque “un Estado que se proclama democrático jamás debió perseguir, amenazar ni espiar a quienes trabajan por la paz y la justicia social”.
“Mirar hacia atrás nos causa dolor y miedo, pero es necesario contar a la sociedad lo que ocurrió para que nunca más vuelva a ocurrir”, añadió Hoyos, emocionada.
