La IV Cumbre CELAC–Unión Europea, que se desarrolla este domingo en Santa Marta, Colombia, ha visto reducida la participación de jefes de Estado y de Gobierno: solo nueve mandatarios confirmaron asistencia, pese a las 60 invitaciones emitidas por la Cancillería colombiana.
El evento, que reúne a líderes de América Latina, el Caribe y Europa, ha estado marcado por ausencias de alto perfil. Inicialmente se esperaba la presencia de 12 presidentes o primeros ministros, pero varios cancelaron en las últimas horas, entre ellos el presidente de Uruguay, Yamandú Orsi, quien será reemplazado por su canciller, Mario Lubetkin.
Por parte de Europa, también se bajó el primer ministro de Croacia, Andrej Plenkovic, sustituido por su ministra de Medio Ambiente, Marija Vuckovic. Tampoco asistirán los mandatarios de Finlandia, Barbados y Belice. Estos dos últimos enviarán a sus ministros de Relaciones Exteriores, mientras que Finlandia no cuenta con representación confirmada.
La cumbre es copresidida por el presidente colombiano, Gustavo Petro, y el nuevo presidente del Consejo Europeo, António Costa. También participan el presidente del Gobierno español, Pedro Sánchez; los primeros ministros de Portugal, Luis Montenegro; Países Bajos, Dick Schoof; Dominica, Roosevelt Skerrit; y Granada, Dickon Mitchell.

Desde América Latina, se confirmó la presencia del presidente de Brasil, Luiz Inácio Lula da Silva, aunque hasta el momento no hay reporte oficial de su llegada a Santa Marta. En su lugar, ya se encuentra en la ciudad el canciller brasileño, Mauro Vieira.
La agenda de la cumbre, que inicialmente contemplaba sesiones hasta el lunes, fue compactada en una sola jornada. Según fuentes diplomáticas, los equipos técnicos trabajan contra reloj para cerrar hoy mismo la llamada Declaración de Santa Marta.
La delegación de la Unión Europea permanecerá en la ciudad hasta el lunes, fecha en la que tiene previsto un encuentro con los países de la Comunidad del Caribe (Caricom).
